Dr. K.Puttaswamaih is a distinguished economist of India. Presently, he is the Editor-in-Chief, for the “INTERNATIONAL JOURNAL OF APPLIED ECONOMICS AND ECONOMETRICS” which was founded in 1991 by him with Professor Jan Tinbergen, the First Nobel Laureate in Economics (1969). The publication of the “Journal” was from Banglaore, India, since inception. It was published upto volume eight in Bangalore during which period it was able to bring out a Special Issue in Three parts in REVERENTIAL MEMORY OF PROF. JAN TINBERGEN, the First Nobel Laureate in Economics, who had given him the highest support and cooperation in all Dr. K.Puttaswamaiah’s academic ventures, also in the publication of the Journal.

This Special Issue was published in book form also, under the title : “TINBERGEN AND MODERN ECONOMICS – THE NOBLE ECONOMIST SAINT” (1996). Further, a Special Issue in Respectful Memory of Sir John Hicks, was published in three parts of the Journal. This Special Issue has been published in book form also under the title : “JOHN HICKS - HIS CONTRIBUTIONS TO ECONOMIC THEORY AND APPLICATION” (2001). Professor Paul A. Samuelson, the First American Nobel Lauraete in Economics has not only contributed a paper to this Memorial Volume under the Tittle : “MY JOHN HICKS”, but also provided a “FOREWORD” to this book. Dr. Puttaswamaiah has translated into “Kannada” – one of the leading languages of India, the celebrated work of Sir John Hicks, “VALUE AND CAPITAL”. This book captioned in ‘Kannada’ as “MOULYA MATTU BANDAVALA”, was published by the University of Mysore in 1979 and this book was released by Sir John Hicks himself in the Campus of Mysore University on February 7, 1979. This ‘Journal’ has also brought out a Special Issue in three parts with the Theme: ”COST-BENEFIT ANALYSIS WITH REFERENCE TO ENVIRONMENTAL AND ECOLOGICAL PERSPECTIVES” and has also been published in book form by Transaction Publishers, Rutgers University, U.S.A. 2002. This Journal has completed Fifteen Years of Publication as a quarterly refereed
Journal and has earned its place in the hearts of Economists and others concerned in the World. This Journal is being listed and abstracted in the ‘Journal of Economic Literature’, American Economic Association.

Dr. Puttaswamaiah has held a number of important official positions like the
Senior Director, Planning Department and Director, Rural Development., Karnataka Government. He was also the Head of the Karnataka Finance Commission, India. He was Editor, Karnataka State Gazetteers for seven years in the early part of his career when he prepared Chapters for 12 District Gazetteers. He was Member of several Committees constituted by Government of India and the Indian Planning Commission for over quarter of a Century. These committees are constituted to draw the guidelines for a number of plan programmes and Steering Committees to oversee implementation. Invariably, he was a Member of the Steering Committees constituted by the Indian Planning Commission for every evaluation study conducted on plan programmes. He was also a Member of the Committee constituted by the Ministry of Agriculture, the Government of India to draw up guidelines for the preparation of projects. He was the Member of the ‘Karnataka Irrigation Review Committee’. These and other Committees are listed elsewhere. He was a Member of the Editorial Advisory Board for Karnataka Gazetteers for seven years and later for two years was connected with other committees relating to development.
He was selected as “Fellow of the United Nations”, Asian Institute, Bangkok,
Thailand for over six months and the “Fellowship” has been confirmed by a
“Certificate of Honour” by the United Nations. His name is inscribed in the certificate as a “Fellow of The United Nations” . He was also invited to an ‘International Seminar’ on “Planners, Peasants and Poverty” at the Institute of Development Studies, Sussex University as early as 1983 and the papers presented at the Seminars were edited by him and published in his name with ‘Foreword’ by Prof. Michael Lipton and Published in India and U.K. simultaneously.
He is author of about 60 published books and he has formulated several Developmental Projects and conducted a large number of evaluation studies – all published and are to his credit. He is a known authority on EVALUATION IN INDIA and his “FUNDAMENTALS OF APPLIED EVALUATION” is a famous piece of literature wellused as a hand book by evaluators in India. He has authored a few other books in the same area, which are found in the list later. Of these 60 books, Prof. Jan Tinbergen in his ‘FOREWORD’ to one of the major works of

published in a set of three Volumes, has highlighted three books as most important ones. He had choosen these books to briefly describe them.

These books are : “ECONOMIC DEVELOPMENT OF KARNATAKA – A TREATISE IN CONTINUITY AND CHANGE”, PUBLISHED IN A SET OF TWO VOLUMES, “COST-BENEFIT ANALYSIS – A THEORETICAL AND APPLIED CRITIQUE OF ALTERNATE
METHODOLOGIES” and the book on “NOBEL ECONOMISTS – LIVES AND 
CONTRIBUTIONS itself which is published in a set of three volumes. In his long
‘FOREWORD’, Prof. Tinbergen has said: “This Book is the first of its kind in the entire World – a pioneering landmark in the field of history of contemporary economic thought”.
